Plan of Operations

This is the operational plan for the U.S. Coast Guard ISB Project plan. Taking place in Galveston , Texas, between April 18 - 23, 1999.

1. Location: Exercise # 1 will take place in the Gulf of Mexico approximately 3-4 miles offshore of Galveston, Texas, in the Hilton Hotel (at the intersection of Seawall Blvd & 54th St.) Galveston and Scholes Airport.

2. Accommodations: All participants will be staying at the Hilton Hotel. (Room numbers will be supplied at a later date.) Hilton Hotel, 5400 Seawall Blvd., Galveston. Phone number is: 409-744-4500.

3. Flight Operations: will be based at Scholes Field in Galveston, about 10 minutes away from test area.

The Coast Guard will supply a second helicopter and pilot along with their own video crew to cover the exercise while we are refueling. We would like to collect the second crews tapes each evening to keep continuity in labeling, etc.

5. Production Operations: Griffin Communications will be responsible for supplying all production equipment and personnel necessary to meet the needs of the project. Griffin Communications, 3991 E. Hwy. 290, Suite D, Dripping Springs, Texas, 78620.

6. Microwave System: Aerial Video Systems will supply the microwave equipment and one technician and will be responsible for supplying all microwave equipment, and personnel necessary to fulfill the contract requirements. Time Table:

 

Sunday, April 18, 1999: Our personnel will begin arriving at the hotel during the evening, approximately 7:00 pm.

Monday, April 19, 1999,
8:00 am (0800): We plan to start setting up Microwave, and helicopter at the Texas-Air facility at Hobby Airport, Houston, Texas, where we will be mounting and configuring the helicopter to project specifications. Estimated time to complete this task is: 2-3 hours.
Estimated time of helicopter arrival: 11:30 -12:00 Noon.

While this operation is being handled at the airfield., our staff will be setting up antenna and monitoring systems, 27' monitor, and VHS deck, on the first floor conference room (Control Center) at the Hilton Hotel. All set-up will be completed by the 1:00 pm deadline.

1:00 pm (1300): Meeting to be held fo r all staff members at the Control Center.

After meeting all personnel we will be on stand-by for call from the Coast Guard to run equipment tests and test flight for the next day.

 

Tuesday, April 20, 1999,
6:00 am (0600): All staff will attend the briefing in the control center.

8:00 am (0800): All personnel will be ready for Flight Operations to begin. Crew will be at the disposal of the Coast Guard until released for the day.

 

Wednesday, April 21, 1999,
6:00 am (0600): All staff will attend the briefing in the control center.

Thursday, April 22, 1999,
Optional weather day or Tear Down and travel home.

 

Foul Weather: We are prepared to stay in place for the entire week if necessary due to weather or any other unforeseen circumstances.

 

NOTES:

Estimated refueling time is 20 minutes. Helicopter will need refueling approximately every two to four hours, depending upon consumption.

We have made arrangements to cater our air crew at Scholes Airport.

We will be coordinating a ll flight operations with CDR Dan Abel, of Ellington Field, Houston, Texas.

We will have pre-coordinated all radio transmission frequencies.

At end of operations on Wednesday all tapes will be properly labeled and handed off to the appropriate official. At that time our contract will be completed.

Our pilot is certified to land on Coast Guard vessels and can be used in an emergency situation.
